That’s a Directional Sound Amplifier, used to Detect Aircraft well before they are Visible on the Horizon. Gives the guy with the Range/Altitude Telescope a ‘heads up’, and also gives More Time for the Anti-Aircraft Gunners to Load. Modern Systems are Electronic, and unlike ‘Radar’ that transmits a Detectable Signal, remain Invisible to Countermeasures on Aircraft. I’m guessing the Pic is before/during WWII.
